At this time Reynolds has spent all emergency federal funding, known as HEERF, and no further disbursements can be made.

Due to the disruptive impact of the COVID-19 pandemic, the Federal Government enacted three sets of legislation that provided relief funds to institutions of higher education. The first relief funding came through the Higher Education Emergency Relief Fund (HEERF I), also known as Coronavirus Aid, Relief, and Economic Security Act (CARES Act). In 2021, the Federal Government provided funding through the Higher Education Emergency Relief Fund II (HEERF II), also called the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA Act). In 2022, the Federal Government provided funding through HEERF III, also known as American Rescue Plan Act (ARP Act). The last of the relief funds were distributed to eligible students at the end of the spring 2023 semester.

CARES Act Required Reporting

Allocation

J. Sargeant Reynolds Community College (JSRCC) received an allocation from the Coronavirus Aid, Relief, and Economic Security (CARES) Act under Section 18004(a)(1) in the amount of $4,151,184.00. JSRCC signed and returned to the Department of Education the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.

The College was allotted $2,075,592.00 from the U.S. Department of Education pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students.

The College was also allotted institutional funds in the amount of $2,075,592.00 as part of the Higher Education Emergency Relief Fund Institutional Grant of the CARES Act. This allotment will be utilized in accordance with the CARES Act guidelines. Initial guidance states that these funds are to be directed toward costs associated with the significant changes to the delivery of instruction due to the coronavirus. JSRCC awaits further guidance from the Department of Education and the Virginia Community College System regarding the allowable methodology for expending this second half of CARES Act funding.

Distribution of Funds

As of March 15, 2021, $2,075,592.00has been received by JSRCC and distributed to students under Section 18004(a)(1) of the CARES Act.

The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act for 2019-2020 equals 3,056; for 2020-2021 equals 2,908; unduplicated equals 4,387.

The total number of students for whom Emergency Financial Aid Grants have been processed under Section 18004(a)(1) of the CARES Act as of March 15, 2021, is 2,391(2,391 unduplicated for 2019-2020; 1074 unduplicated for 2020-2021).

Eligibility

JSRCC disbursed approximately 95% of the funds, or $1,977,167.00 without further application to students whose Title IV eligibility had already been established in accordance with Section 484 of the Higher Education Act. In accordance with the CARES Act, JSRCC directed funds to students who demonstrated the most financial need as per the FAFSA (Free Application for Federal Student Aid) on file. The following additional criteria were used to determine funds disbursement:

  • Students were enrolled in 6 or more credits during the Spring 2020 semester
  • Students were NOT enrolled in all online course work as of 3/13/2020
  • Students had a valid EFC (Expected Family Contribution) per the FAFSA
  • Other requirements as stated by the U. S. Department of Education

The method used to determine how much students would receive under Section 18004 (a)(1) of the CARES Act is as follows:

  • 79% (approximately) of funding made to Pell-eligible (0 < EFC < 5576) students as per the 19-20 FAFSA on file
    • Total funding for Pell-eligible students - $1,639,100 ($922,000 Spring 2020; $212,500 Summer 2020; $333,600 Fall 2020; $171,000 Spring 2021)
    • Total number of Pell-eligible students meeting criteria - 1844 unduplicated (1,844 Spring 2020; 425 Summer 2020; 834 Fall 2020; 684 Spring 2021)
    • Awards made at $500 per student Spring 2020 and Summer 2020; $400 Fall 2020; $250 Spring 2021
  • 14% (approximately) of funding made to students with an EFC above Pell eligible level up to the full-time out of state cost of attendance (5576 < EFC < 23856) as per the 19-20 FAFSA on file (Note: 23586 is the full-time out of state cost of attendance budget for 19-20)
    • Total funding for students with an EFC above Pell eligible level up to the full-time out of state COA - $292,224.50 ($172,000 Spring 2020; $34,000 Summer 2020; $58,200 Fall 2020; $28,024.50 Spring 2021)

    • Total funding for students with an EFC above 23856 -$45,842.50 ( $28,500 Spring 2020; $6,000 Summer 2020; $7,200 Fall 2020; $4,142.50 Spring 2021)
    • Total number of students with an EFC above 23856 meeting criteria - 95 unduplicated (95 Spring 2020; 20 Summer 2020; 24 Fall 2020; 33 Spring 2021)
    • Awards made at $300 per student Spring 2020, Summer 2020, and Fall 2020; $125.53 Spring 2021
  • 5% (approximately) of funding will be awarded on a case-by-case basis to applicants not fully meeting the model above, but meeting Title IV and CARES Act requirements.
    • Total number of approved CARES Act applications - 183
    • Total funding for students w/approved CARES Act application (award range up to $500) - $89,025.00
    • Student Support Services Auto-Awarded Students ($100 each) - $9,400.00 (33-Spring 2020; 16-Summer 2020; 45-Fall 2020)

Funds were disbursed directly to students. If a student owed a balance to JSRCC, these funds were not applied to that balance. Disbursements were sent to students per their previously selected refund method (direct deposit or paper check). If the student had not received a refund from the college in the past, they were provided instructions on how they might provide banking informing to receive funds as a direct deposit.

Remaining Funds

There are no remaining CARES ACT (student portion) Emergency Financial Aid Grants funding. This is the final quarterly report that covers all remaining HEERF fund expenditures for Section 18004(a)(1) Student Portion funds. No additional quarterly reporting of Section 18004(a)(1) Student Portion funds is required.

CRRSA Act Required Reporting

Allocation

J. Sargeant Reynolds Community College (JSRCC) received an allocation of $9,595,572.00. pursuant to Section 314(a)(1) of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Pub. L. 116-260, which became law on December 27, 2020. The student portion is to be awarded as additional Student Financial Aid Emergency Grants. The allocation formula for Emergency Student Aid funding to institutions of higher education was different than the formula stipulated in the Coronavirus Aid, Relief, and Economic Security Act (H.R. 748), also known as the CARES Act legislation. However, institutions are required to spend the same dollar amount on student grants under CRRSAA as they were required to spend under the CARES Act.

The College was allotted $2,075,592.00 from the U.S. Department of Education pursuant to the institution's Certification and Agreement for Emergency Financial Aid Grants to Students.

The College was also allotted institutional funds in the amount of $7,519,980.00 as part of the Higher Education Emergency Relief Fund Institutional Grant of the CRRSA Act. This allotment will be utilized in accordance with the CRRSA Act guidelines.

As of   June 22, 2021, $580,250.00  have been received by JSRCC and distributed to students pursuant to Section 314(a)(1) of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA).

On April 14, 2021 Reynolds awarded $580,250 to 2,324 eligible students, each receiving $250.

Eligibility

JSRCC disbursed approximately 28% of the funds, or $580,250.00 without further application to students. The following additional criteria were used to determine funds disbursement:

  • Submitted a Free Application for Federal Student Aid (FAFSA) for Aid Year 2020-2021 and eligible for federal student aid
  • Expected Family Contribution ( EFC) less than 13,001
  • Citizenship confirmed by Social Security Administration or Department of Homeland Security or overridden by staff member with supporting documentation
  • Satisfactory Academic Progress status of Meets, Academic Plan, or Warning
  • Enrolled spring 2021
  • Must be in good standing with the College

Guidance Provided to Students

The federal CRRSA Act provides Reynolds with additional Higher Education Emergency Relief Funding (HEERF) to support many of our students by offering some financial relief to offset increased expenses associated with the sudden disruption of classes as a result of the COVID-19 Pandemic.

We would like to inform you that you are a recipient of the CRRSA Act Grant fund for the Spring 2021 semester due to the disruption of campus operations as a result of COVID-19. These awards are for $250 based on eligibility requirements. Emergency financial aid grants under the CRRSA Act are for unexpected expenses, unmet financial need, or expenses related to the disruption of campus operations on account of the COVID-19 pandemic, such as unexpected expenses for food, housing, course materials, technology, health care, or childcare. This grant is not taxable.

Funds will be automatically deposited to students who have established direct deposit through TMS. Students who do not have direct deposit should expect mail delivery two to three weeks after receiving an email or SIS notification. Allow 7 to 10 business days for TMS refunds to be generated.

To be considered for future eligibility of HEERF for summer 2021 or fall 2021, be sure to register for all eligible courses you plan to attend these terms by the last day to drop full-semester classes with a refund.   • Registered at least half-time (six or more credits) during the Spring 2020 semester;
  • Submitted a 2019-2020 FAFSA with a valid EFC to Reynolds Community College;
  • Must be enrolled in a financial aid eligible program;
  • Meets Satisfactory Academic Progress requirements;
  • Must be a U.S. citizen or eligible non-citizen;
